It is reported that incidents of suffocation, death or serious injury of children due to curtain pull cords have occurred from time to time. In the United States, a CPSC staff investigation found that since 1999, there have been 120 fatalities and 113 non-fatal accidents involving blind cords. Since 1986, Canada Health department has reported 28 deaths and 23 strangulation caused by blind cords. In 2002, a total of 90 children in 7 countries in the European Union were rushed to the hospital because of injuries caused by blind drawstrings. Since 2008, at least 6 people in Europe have died due to blind drawstrings.
Thus, recently the US Consumer Product Safety Commission, the Canadian Ministry of Health and the European Commission's General Administration of Health and Consumer Protection have jointly called on manufacturers and standardization organizations to formulate mandatory international safety standards for blinds. This is the first time the authoritative agencies from 29 countries have come together to strongly demand mandatory safety standards for a particular product.
